Rick Scott on Wednesday made clear what he meant by a “top-down review” of Florida State College at Jacksonville: He ordered a state inspector general investigation of spending by the college foundation. The governor’s directive also included a review of presidents’ contracts throughout the state college system, a day after the FSCJ board signed off on a $1.2 million exit agreement with President Steve Wallace. Scott in September called for a review of FSCJ leadership “from the top down,” saying management problems and “a lack of financial oversight” were harming students.
